The Canadian Snowbird Association (CSA) (''French'': L'Association canadienne des « snowbirds ») is a national, not-for-profit organization dedicated to defending and improving the rights and privileges of travelling Canadians.〔(【引用サイトリンク】 title=About CSA )〕 Founded in 1992, in Lakeland, Florida, the CSA was formed when one-thousand and ninety-two Canadians staged a rally opposing the reduction of payments, by several Canadian provinces, for out-of-country emergency medical care; a right enshrined in the portability section of the ''Canada Health Act'' ( Sec. 11(1)(b)(ii)).〔(【引用サイトリンク】 title=Canada Health Act, Sec. 11(1)(b)(ii) )〕 Since its founding, the CSA has actively engaged with all levels of government in both Canada and the United States, on behalf of its membership, on an array of health-related and other issues.
